Cut out all the hanging and loose material in all the edges and use a knife or pair of scissors. And you will create a very nice, clean and smooth finish. And apply perfectly the waterproof or glue that can be used outdoor around the tear.

But if you are too busy to do it, you can always look for a repairer to fix it so that it will be in good working condition.
