Only the female bites, and that is only in order to consume protein, which it uses to manufacture eggs. If no hosts are present, the mosquitoes live on plant nectar and are unable to reproduce at all.

Mosquitoes breed in still water. This is particularly a problem at the times of the year that stagnant water is present. Any areas of such water should be cleaned up and left dry to prevent the laying of the eggs. Poisoning the water is another approach, but it then affects the rest of the ecosystem, and even people in the vicinity.
